Iowa Governor Signs Law to Strengthen Oversight of Grain Dealers and Warehouses

Governor Kim Reynolds has signed Senate File 608 into law, introducing key changes to the regulation of grain dealers and warehouse operators in Iowa. The new legislation aims to enhance the financial integrity and accountability within the state’s grain industry.
A central component of the bill is the revision of the Grain Indemnity Fund. Both the minimum and maximum thresholds of the fund have been increased, bolstering its ability to provide financial protection for grain producers in the event of a grain dealer or warehouse failure.
Additionally, the law introduces a new payout percentage for deferred-pricing contracts. However, deferred payment contracts remain excluded from fund coverage, continuing the fund’s limited scope of protection.
The legislation also tightens financial reporting requirements for warehouse operators. Under the new law, warehouse licensees must now submit financial statements that include an unqualified opinion based on an audit conducted by a Certified Public Accountant (CPA) licensed in Iowa. This change is designed to ensure more rigorous financial transparency and compliance across the industry.
